Lead Boy Scout Figure

Picked up some lead WWI soldiers the other day and this was included in the bundle.
It's a very small piece..penny for scale. He is holding a flag and you can see his round canteen(I'm working a deal on a vintage BS canteen).
I did not find very much information on this. I did see a Pintrest page that had a picture of some molds. And I found the last picture that shows a group of painted figures.
