If not for the fancy ceramic handles I'd guess bar spoons, but they're too fancy for that so I'd suggest hors d'oeuvres servers instead...?
Most likely...olive fork/spoon combo and the power appears to be a desert server?

...and of course, 'bar spoons' *are* indeed simply 'hors d'oeuvres utensils' in a slightly different context...?? <lol>
The smaller spoon is a jam spoon.
