I'm thinking it's European and maybe WWI era, but I'm not familiar enough with the uniforms to be able to identify them. Some of the soldiers are wearing fur hats, but I'm not sure if that's military issue.
What does the back look like
The back is blank with a few printed lines for an address, but it was never mailed.

Guy on the right middle looks kinda like teddy Roosevelt?

I did also think he looked like Roosevelt. The fur hats worn by some of the soldiers reminded me of the Russian style hats, but not sure.
Agree European and WW1 era- 20s. Not sure what country.
Not everyone with a walrus moustache is TR-- the guy in your photo is not.

And he was wearing a top hat..lol
Some of the uniforms look "I-tal-yan" to me. I just love jerking some people's chains!
Guy on the right above TR on the bottom step is Mussolini-- he wore a hat like that and was known to pose with hands on hips.
Charles De Gual is in there too-- tall guy in uniform. He was known to wear uniforms and documented in Europe.
Finally, Hitler is in there too-- hard to see but he has on an armband and hat and of course he has documented time in Europe as well.
Could continue with other IDs.... Nope, I have now returned to reality.
