I believe this is a drill of some type, but I don't know what kind it is. It measures 11" approx. It is very delicate, and I can not determine what it might be used for.

I don’t think it’s a drill at all
I think it might be a brush cleaner
hold the rounded top firmly
slide second wooden piece
up and down quickly

It appears it's a archimedes spiral hand drill with counterweights..
