      Appears to be a dapping set. Normally there would be a steel block with the opposite shape.

      "dapping sets and punches, and other shaping blocks help you create smooth curved and domed shapes with your metal. Dapping sets are often used with disks, but can be used to dome almost any metal shape."

      Perhaps hand made judging by the lack of uniformity of the cones below the ball from one piece to another. Still they had a lot more skill on the lathe than this kid!! :)
