This is a jeweler's tool used to reduce the size of the ring on the finger. The tool is clamped on the jeweler's workbench and the ring is placed on the small table to align properly with the ring cutting saw.
As pressure is placed forward on the ring toward the circular saw blade that you rotate by the small hand crank, the ring is slotted through and you than can move over to the other wheel where it (similar to a file) is filed on both sides of the cut to keep it centered.
The ring can then be squeezed together, and a silver solder can reseal the cut and the ring will be of smaller size for the finger.
