Hand held parade torch? A photo of the top opened may confirm or deny my suspicion.

I'm agreeing w/Scott, a pic of the 'inside' of the cone-top-part and/or what might be on the end of the handle to 'fit into it' would be very helpful. Neat looking thing, whatever it is?!
