This is a hog or pig snout cutting tool.
You would use this tool to trim off the rim of the pig's snout.
Pigs are very adaptable and smart. They use their snout to dig the sod up while looking for grubs and other tasty morsels. They also use their snout to dig under fences to escape their enclosures (like pens and sties).
By nipping off the top curl of the upper snout, they are less successful in digging with their snouts.
These tools were sometimes used to snip the end of the hog's ear. The tool usually came with different blades, one for nipping the snout and a few for identifying a certain marked hog.
This would make him or her easier to identify.
Wow hotairfan -- you've sure been showing us an interesting collection of "OWWWCH" tools recently -- it gives one (like me, anyway) a *whole new* appreciation (and education!) for the kinda job it really must be to 'raise livestock'??!!

a lot of people mistakenly think that a farmer doesn't care if it hurts their livestock when handling them. The exact opposite is true. they do love their animals and want to show them the least discomfort as possible.
Large animals can harm and sometimes even kill the farmer so controlling them with restraints are necessary to safely handle the animal.
It stands to reason that a farmer with, usually millions of dollars in property, equipment, and stock does love their animals or he (or she) could choose an easier and more profitable occupation.
