      Yes, you're correct. They are blades for a light duty "hole saw", that fit into an arbor piece that in turn is used with a drill to cut round holes in things.

      The design of the blades allows you to keep every size attached to the arbor at once and just take them off to use the one you need and then put them all back on to store. Space saver.
