Found at the same garage sale as with the salt glazed jug. I'm pretty sure a ribbon came on it. I would appriciate anybody's help on this.

It did have a ribbon. I have bunches of the Ohio State Fair pins. I can't say what yours would be worth as NY is more desirable than Ohio. NY hosted the World's fair in "39" but I would say your pin is at least 25 years earlier than that.
