Early Carved Wood Political Figure

I purchased this curiosity a number of years ago and have long wondered about its meaning and origin... Perhaps a viewer can assist. My instinct is that it is a three-dimensional rendering of a political cartoon? But I have been unable to identify the character. It's obviously part of a more elaborate figure... Possibly a puppet with moving legs. Welcome comments and suggestions.
