The image is hand painted after a Rembrandt painting, the title of which is on the bottom of your plate. I have never come across this painting on a plate before. Rare.
This type of painting is called Delft Blue and originally comes from the Netherlands, but is now also done in other countries. I can't say whether this plate was made in the Netherlands, because I don't see a recognizable mark on the bottom.
