the “jaws” look parallel to each other in picture 2….am I see that correctly?
If they are indeed parallel, they might be pliers for gripping the edge of a sheet of glass that is being cut/snapped off.
Yes I think I've seen similar, and wanna say its a fisherman's tackle box tool for pulling hooks out of the mouths of fresh 'catches'... <owwwch> but I'm not a fisherman myself, so take the comment as only just a guess...? :-)
The jaws are parallel. They are also very light and, the metal is thin.
I believe they are for electronics. Bending wire for resistors, diodes, transistors, etc.
