Here is a 3"H cobalt blue glass Scottish terrier dog by LE Smith of Mt Pleasant PA, which was item #6653 with the name "Scotty" originally designed in the 1930s, as seen in the book Glass Animals & Figurines by Coe in black

He's adorable! The pose makes him look so alert and attentive- I think he's sitting in a tartan basket, in the Highlands and wanting his owner ( (the laird!) To bring him for a walk by the lakes- he's such a gorgeous little sculpting and colour! :)
This colour does the scottie dog justice, so beautiful !~
