NO, It's not something used by Mr. Spock on "Star Trek".
It is a tool called a Vulcanizer. A process that is done to all automobile tire to Vulcanize the rubber to change the rubber into a harder and more durable state for the road.
This tool was used to seal a repair patch to an innertube through a combination of adhesive and heat.
As listed on the directions, the tool is quite early, because you can purchase (through them) an entire role of patching material for $ 0.25.
How do you use it? .....
You place the inner tube on the anvil like base with the adhesive coated patch on top of the tube and tighten the tool hand tight with the wing nuts provided.
After lying the tool down on a safe surface, away from children, pets, and property, you then you pour GASOLINE into the area with the little dimples.
You light the Gasoline and the resulting heat seals the patch to the innertube through this vulcanization process. The patch becomes part of the innertube and will never fall off or leak.
VERY COOL. I didn't (and wouldn't have ever) known such a thing existed, thanks for sharing (and educating) us all by showing it.
