Plastic Phoenix?

I found this yesterday. I would have loved to play with it as a kid, as i was fascinated by colorful birds and phoenix in particular. I used to stay in a commune where some family friends lived called the "Phoenix Nest". I guess this is a colorful plastic toy. There are lead or iron weights inside the wing tips for some reason - probably to make it hang right, but i don't see anything to hang it with either. It's 6.5 inches across. Any idea what game or set this is from? Thanks.
