These were in an old cigar box i bought at a thrift store a couple of years ago. I think i just figured out what they are by looking more closely at the figures - the rabbits are holding an 0 shaped wreath, and the bears are holding boards nailed like an x. So a tic-tac-toe set - incomplete.
