MONUMENTAL LOETZ SILVER OVERLAY VASE

I have found the tallest piece of Loetz overlay in my 50 years of collecting and dealing. This is a monumental piece as it stands almost 12" tall. It has a blue iridescent body with a Phanomen Decor. You can see red in this vase as well. The silver overlay is signed 999/1000 with no makers name and suspect it was a Bohemian Company. The bottom is signed Austria 37 907. The silver overlay is thick and it adds substantial weight to the vase. I am trying to determine which Phanomen Decor it is. Does anyone know? I would love them to share their knowledge.
