    I don't know what this is, but it's very heavy - made out of lead, i think. Maybe it's to put a hot plate on? It looks Asian to me, but who knows? Maybe it's from a tea set?

      As mp.kunst indicated, this is an ikebana flower-arrangement "frog", called a kenzan in Japanese. This style is known as shippo, which refers to the overlapping-circle design (a bit like the Double Wedding Ring design in western quilts). Shippo literally means "seven treasures"; it's an auspicious symbol.
      I think this style of frog is very beautiful, but it's not as easy to use as the "spiky" kenzan frogs. You can see an example of how it's used here:
