Per the serial number tables at the International Sewing Machine Collectors' Society website, serial number EC965364 was one of a block of 25,000 consecutive ([EC]964662 through [EC]989661) serial numbers allotted November 7 1940 by the central office to one of its factories. All were intended to be stamped into the beds of model 99K sewing machine heads.
The factory in question was Kilbowie, because all Singer sewing machine models with a "K" suffix were cast at Kilbowie:

That your machine is a model 99 checks out visually. At a glance, it looks quite similar to its big sibling, the full sized model 66, but probably the easiest tell that it's a model 99 instead of a model 66 is the placement of the Singer medallion badge on the pillar (it's lower on the model 99):

Another tell is the shape of the needlebar-containing part of the body (the model 99's is symmetrical like a hammer head shark):

Yours appears to be a handcrank, so it's probably a model 99-1.

The slide plate/bobbin cover isn't installed. That's a common problem with many vintage Singer sewing machines, because users get frustrated trying to put it back in place. Here's some guidance:
