Antique Prevent Forest Fires Match Holder

I have been unsuccessful in determining an age for this piece. A woman with a flowing dress centers the cross motif I'm thinking it might be Red Cross related. Above the cross is "Prevent Forest Fires" Measures 5.75 high x 3.75 inches. In smaller writing on lower sides of cross it reads Trade Mark Registered

Any information on manufacturer or approximate date would be greatly appreciated.
