Trying to determine if this is a TootsieToy vehicle or not. underside says MADE I , generally Tootsie toys say made In USA Tootsietoy. Has Tootsietoy axels with sleaves nails/pins for tire attachment. anyone out there know?

It looks like a tootsie to me
If I'm reading it right, that last photo has Made I and right below that is U.S.A. So maybe the letter "n" in the word "In" either didn't imprint correctly or maybe that letter just got worn off through the years?

On the above page, under the heading "Tootsietoy Trade Mark" is the information stating that "Tootsietoy" wasn't included on the underside of the castings until about 1926-27.
I have searched my Tootsietoy books and cannot find this model, that is the reason for this question. It does also say USA
