Antique Sugar Bowl with Dutch Harbor View, second time

    I had posted this same sugar bowl a week ago, but it was deleted.... please if you had read it I am sorry...
    This sugar bowl was purchased to Dorita Ferrari several years ago. It was suggested as being part of a set of coffee cups that have also green, bordeau and gold, but I am almost they sure have not the same origin. Then we bought another sugar bowl with the same blank and later a creamer that I will post separately. I had never found on line something being part of a tea or coffee set with the same handles or finial and I had look everywhere….. I would bet it is from the Silesia area and that it was produced in a period that goes from 1890 to 1920, RS Prussia?, MZ Austria? It is not easy, the blank seems Art Nouveau but over it a central panel delimitated by embossed dots and inside it a transfer with a Dutch harbor with several sailing boats and a windmill at the right side. Also there is a secondary raised curve lines that define four spaces two of them painted in green and two in dark red, beside all these decorations gilded flowers are also present, the aspect in general is very overloaded, all that gold, the shape of the blank with the handles have a very intricate design. There are one incised marks that seems 980 and in the center a gilded two letters ZI? Mark signature?…. Can someone help me with this difficult porcelain rebus?
