Odd Small Footed Metal Covered Bowl? Any Ideas?

Any thought on what this is? It is an odd little piece. All painted metal but a magnet does not stick to it. I thought steel or iron when I bought it today. 3” wide x 4 1/4” tall including the ball on the lid. Odd painting green, red, black, and yellow. It reminds me of a magic or carnival piece for some reason.
