Mystery Silver and Tortoise Shell knife

7½ cm dual blade folding pocket knife, with silver and tortoise shell scales, only marking on the item reads "fine steel" or possibly "fine sterling" as the second E could be considered an r, seen in photos. Would be nice to find some information on the item, if nothing comes to light a mystery piece is still interesting.
