What is this "dish" called? It also says "Leonard" on the back. Was that engraved for someone or is that actually the company that made it? Any clue on time period that it was made in Hong Kong?

Leonard Silver Manufacturing Company (1969-1978)..this was an American company. Its a little confusing looking at the history... it appears they had showrooms around the world including Hong Kong, which may explain that. The Leonard back stamps look correct.
