I think I may have found the manufacturer of this ceramic horse. It could be the Finnish company Cupitta Savi or Kupittaan Savi.
Perhaps more research is needed for complete certainty, but it is a starting point

The designer could be Kerttu Suvanto-Vaajakalli (1906-1939)
Kerttu Suvanto-Vaajakallio was a talented Finnish ceramic artist who started her career in the Grankulla clay and pottery factory 1932-34, after which she joined Kupittaan Savi Oy until her untimely death in 1939. Her works included many animal figurine.
