Odd blue carafe set

A few days ago I picked up this super cute carafe set from a weird antiques shop. It's tiny (<200ml) and comes with 4 tiny glasses. I've been suspecting that it's eastern and early 1900s, though googling/binging it has been hard! The metal spout seems to be at least silver plated.

But I remembered this website I used to like when I was a teen, so hello again, everyone :) Do any of you recognize it, or have any hints on how I could find out? It has a bunch of little inclusions and relics of the glass-blowing process.
