I have been watching this brooch at the little antiques mall for almost a year. Finally greatly reduced. It was in need of rhinestones and a little cleaning. The brooch is 3 and 1/4 inches tall. Something about the stately design here that makes me think it is perhaps Boucher.
I think it is too complicated for Mazer and I can't find a patent for this to be Trifari. But maybe it is. The metal looks like Eisenberg Original on the back, I know there are experts here who might point me in the right direction for more research. Design and construction is definitely 1930s to 1941.

If i were to guess a designer from the ones you mention, i would say Boucher. To prove this you would have to find an exact piece with the signature.
