I believe that is a handheld concrete indentation roller.
Google 'trowelcollector' and 'indent roller' and you'll find a short blog about their use and purpose. A very cool tool. Nice discovery!
Thank you, that is exactly what I have!! Can't locate any Keen Kutter ones though online. Any idea of value?
