      Frames frequently get reused and the hardware holding the painting in the frame appears to be new and modern style hardware, to boot. Unless the writing on the frame can be attributed to a specific artist, and the painting is in the style of that artist, using that writing to attribute the painting is iffy, at best.

      I have several painting in reused frames with markings from previous paintings and have bought framed paintings solely to reuse the frame for another painting. I have one painting from 1939 that was in a frame that had stickers and writing from at least three previous paintings that frame had been used for, probably dating back to the early 1800s.

      This frame looks to be a wood frame with a plaster molded finish on front. Hard to be certain from your images...
