    I'm not sure what this tool (I assume it's a tool) is. It was owned by my grandfather. He was quite the handyman, so it could be a governer to an industrial steam engine too.

      It is a bobbin winder for a shuttle type treadle sewing machine .

      That is very interesting. Nancy, is that for a large bobbin that might have been on a loom?

      cindyjune: No it is not for a large bobbin that might have been on a loom . It goes to a treadle Sewing machine . I have taken many of these apart and put them back together again when restoring an antique treadle sewing machine . They fit on the sewing machine in the direction that is shown in the middle picture up above . The metal wheel on the right hand side of the above middle picture is pushed up against the leather belt . The long flat arm in the middle of the bobbin winder moves back and forth as it winds the thread onto the bobbin filling the bobbin in an even manner . The slot in the top of that arm is where the thread is threaded through to the bobbin . The nob on the left hand side of the bobbin winder is pulled out to the left to release the bobbin or so that the bobbin can be set into the bobbin winder to begain to wind the thread onto the bobbin .
