Mystery artist of Western Sculpture

I cannot find anything close with a known artist, nor do I know what era this is from.
I have not seen a sculpture before that has an arrow/spear like object impaled into the horses chest.
There is also an arrow for the Indian Chief to hold as he shoots.
I couple of images of the marking on the base, just in case someone recognizes it.
