Blunt-snout breams painting by Hong Feng 1989

I've had this large painting for a few years now. It is really well done but I really haven't been able to find out anything of consequence about the artist. I have one other large painting by Hong Feng from the same time and presented to someone in the US. The translation of the inscription and seals are as follows:
