      It is a steam roller not a steam tractor, steam rollers had wide flat lug less wheels to pack with, note the scraper on the front of the rear wheels. Also if you look closely in the left background there appears to be clay water pipes. I would say they are packing the street after pipe installation.

      My wife's great great grandmother lived here from 1870-1918, her second husband was the water commissioner in our town 1875-1904, he must have gotten this print. Early in the 1880s he put wood pipes in the ground. My 1918 the water here was the best around here and was send on ships to England
