      is there anyone who knows what this means or is on the belt buckle.

      The eagle is similar to the German coat of arms. The cross on top may represent a fraternal or religious organization in Germany.

      The back of the buckle and hooks may help to date your item.

      Germany or Poland immediately came to my mind as possibilities, but I saw this on ebay in a gold-tone finish - exactly the same design - and it was listed as Spanish WWII. I don't have an intelligent opinion on the matter, just reporting.

      The insignia on the buckle is that of the Spanish Army.
