Same stylized enamel and cabochon work as this piece in MsQ's collection:

Until I hear a good argument otherwise, I'm inclined to assign all vases with this particular Secessionist stylized gold enamel and cabochon work (typically turquoise and/or red coral colored) to Loetz. I've seen 5 examples so far with the predominant decor upon which the enamel work is placed being Papillon (or some Papillon variant, like Norma).
COGITO : you are absolutely correct. The gold work and jewels are basically the same. And I remember seeing MsQ's vase but forgot it. I usuall don't like Loetz pieces with "stuff" on the glass like silver overlay......but I thought it would be nice to have one example of the Secessionist look.
This is a nice Loetz vase. I am fond of these pieces with the gold enamel decoration and red & turquoise glass cabochons. I own a couple of these examples myself. Only a small percentage of the Loetz production was decorated. This particular decor is known as Cisele which consists of a dense coating similar to but not as dense as Silberiris and has the mini spots or papillon appearance.
