These were made for people with no arms. You use the tip of the shoe to itch a scratch or pick your nose.

They are difficult to track down, no?
I have a pair myself.
I think they may be referred to as "rihiyyat" slippers.
They are an exaggerated form of Persian boots that have an upturned toe originally from the Mongol area.
They are different to babuj (no heel) in French babouches, tasuma, surmuja and the more typically worn bulgha/balgha.
I don't know about yours in particular but I bought a pair in about 1965 in Lahore Pakistan. They were brand new and inexpensive but oh so exotic looking. I would see people wearing them sometimes there.
These shoes either made in India or Pakistan, mostly this shoes use the people orginated from Punjab.
I forgot to say even Rajastani people wear this kind of shoes in India.
