Just cleared out the belongings from an old barn/garage, was told it was possibly used as a barbed wire fence spooler. I haven't been able to find any information about this anywhere, does anyone know anything about it, how old, or what it is worth?

I doubt it was for spooling barbed wire . . . once you spooled it, how would get the spool off?

What I suspect it might be is a yarn spooler from an old textile mill. Our yarn lab uses a spooler to roll off a specific lenght of yarn from a package. They will then cut they spooled yarn and tie it into a ball and weigh it to make sure it is within spec. I have seen a vintage version of one of these spoolers that looks somewhat like the one you have pictured.
