      She is a tourist novelty doll . Most likey made in Germany . I can't see her face clear enough to tell what it is made of . Dates from about 1940. The market for internationally dressed dolls has fallen a lot . She is precious piece of history
      Is her face like a light weight plastic or more like a compressed uneven wood mold ?

      The face is most likely celluloid or the thin light weight composition that was used in the 40's . These dolls were often bought by servicemen while over seas and sent home to a Mother a daughter or wife ect. They are well dressed and Germany made lots of internationally dressed dolls from different countries
