This is a Heavy Cast Iron 2-piece WHATUMACALLIT. I don't know what it is, but think it could be a TOBACCO PIPE/CIGARETTE HOLDER/ASHTRAY. It looks like a Pipe could be rested inside the bigger hole and Cigarette inside the smaller one ??
There are no markings on this and does not appear to be made in the U.S., but who knows? 8" long with the handle, 5-1/2" wide and 2" deep.
If anyone has a thought or knows, please let me know. I use it to burn incense in.

Its Japanese, see the fan motif?
What a strange shape the holes are in... It COULD be a censer, but those holes, it looks like something specific was rested in there. Japanese pipes are called kiseru, and they wouldn't fit there. I don't know what to tell ya

possibly a decorative cast iron humidifier; typically put on wood burning heaters, as these heaters tend to dry the air. Cast iron humidifiers are made in a number of decorative motifs.

May be Fruit shaped holes to fit with Leaves around holes. Could have fruit shaped inserts somewhere.
