Anhueser Busch 5 cents Porcelin Broken Beer Dispenser ?

I found these under an old Budweiser distributors warehouse from the early 1900's . I think they were used as a dispenser of sort as there are two holes in them for maybe spouts? I have never seen anything like this in any of my searches and would like to know for sure....they are dated 1914 inside on bottom.
