No idea on who he is, but I can tell you that he is a Major General (2 star) and was an Infantry earlier (Combat Infantryman's Badge).

Also, your Dad is being presented an Army Commendation Medal (ARCOM).

Sorry I cannot help to ID the guy. He is distinctive enough that you can probably track him down. Good luck.

What I can make out is a Army Major General is awarding Capt Adams a Army Commendation Medal. The Army white unform were suspended during WW2. What makes me think that this photo was taken before 1947, both officers are wearing avaiator badges. That tells me that they were in the Army Air Corp until 1947 when the Air Corp and Army were split apart. I think your Capt is Norman C Adams who enlisted in the Army Air Corp in 1941 and retired in 1967. He became a bomber pilot after WW2 and served during the Koren and Vietnam War. During WW2 he was taken prisoner of war for 14 months.

Capt adams retired as a Major

I would date to the 1960s.

The uniform looks like 1960s and I believe the ARCOM was established in the 1960s as well.

Army aviators (fixed and rotar) have worn that badge since the AF split from the Army and continue to wear it today.

Scottvez could be right, looking at the Major General's ribbons the last one is from Koren War service. I don't remember seeing any officers wearing white uniforms when I was in the Army in 1961.

In my 25 years of Army service, I saw great, good and bad from both prior enlisted and non. I would say the same about comissioning sources (West Point, ROTC, OCS).
