No idea on who he is, but I can tell you that he is a Major General (2 star) and was an Infantry earlier (Combat Infantryman's Badge).
Also, your Dad is being presented an Army Commendation Medal (ARCOM).
Sorry I cannot help to ID the guy. He is distinctive enough that you can probably track him down. Good luck.

What I can make out is a Army Major General is awarding Capt Adams a Army Commendation Medal. The Army white unform were suspended during WW2. What makes me think that this photo was taken before 1947, both officers are wearing avaiator badges. That tells me that they were in the Army Air Corp until 1947 when the Air Corp and Army were split apart. I think your Capt is Norman C Adams who enlisted in the Army Air Corp in 1941 and retired in 1967. He became a bomber pilot after WW2 and served during the Koren and Vietnam War. During WW2 he was taken prisoner of war for 14 months.
Capt adams retired as a Major
I would date to the 1960s.
The uniform looks like 1960s and I believe the ARCOM was established in the 1960s as well.
Army aviators (fixed and rotar) have worn that badge since the AF split from the Army and continue to wear it today.

Scottvez could be right, looking at the Major General's ribbons the last one is from Koren War service. I don't remember seeing any officers wearing white uniforms when I was in the Army in 1961.
You guys are great this Captain is my Dad Tom , Francis C Adams, I have posted these medal here before. He got the Distinguish Medal 1943 after flying of mountains from India to west China.
Tom the years are right 1941 to 1969 but he was not in Army maybe 1949-1951, but he was in Koren in the war and we all kids and mother went to Puerto Rico. Then to Thailand 1969-62 i was in school then, then in Virgina 1963 , he went to fly Generals in Vietnam. Came home after his friend died told use no more wars!!!!! He fly Generals from 1950s to 1967, They all came to or home in Thailand. We kids would look from upstairs at party's we had a huge home look at Jumag
Tom can you tell m how you found this about my Dad? I think you ave the right years but he was not do not do this 2,
He became a bomber pilot after WW2 , No
During WW2 he was taken prisoner of war for 14 months. No
Kevin, Capt Adams was a sergeant in the Army Air Corp during WW2, he was commissioned a officer just prior to the Koren War.
In the Army the mustangs were the best.
Wonderful photo of a brave man! I am so happy that you have this photo, and that scottvez, ttomtucker, and AR8Jason were able to provide you with more details.
In my 25 years of Army service, I saw great, good and bad from both prior enlisted and non. I would say the same about comissioning sources (West Point, ROTC, OCS).

Yes Tom in WW2 he was a Sargent who flew every day around India i have his flight book i posted 1 page here flying for the month around India. Funny the book stops when he flew over the mountains to Western China. But i have posted pictures he saved for here all are posted here last month i found them in a bottom of a box. He keep them all these years never showed them to us, and i did not talk to him about these years. He died 1998
I think I have figured out who the General is. Major General Willaim J Verbeck.
