This is an actual photograph of Harry S. Truman. It is not a print like you may find in other places, it is on thick paper, like an actual original photograph.
I don't need help identifying the item, per se, I just really want/need people's opinions!
I think this is an original photo of Truman, if you do a Google Image search of Harry S. Truman, you'll find a lot of photos of him, none EXACTLY like this one. It doesn't have halftones or pixels or anything, it looks and feels like my old family photos. I don't know what I have here, is it something out of a government building? Is it an original photo that someone had in their house? Is it an official photo of Harry Truman? I don't know...
Please help! Do I have a never before seen photo of President Truman?

According to the Harry S. Truman Presidential Library & Museum in MO: This is an original photograph from the 1945 photo shoot done by famed photographer Fabian Bachrach of President Truman. President Truman did several photographs in the same suit by the Chase-Statler Studio. This photograph is an original.
It definitely looks like a real photo, and you are probably right- it was most likely hanging in a government building, mayor's office, etc. You may never know! As far as the actual print, I'd probably contact the Harry Truman Presidential Library, and send them a copy of the photo and see if they can identify it. It's very nice!
