Updated after the commentary of kisslikeether. The vase is possibly designed by Torbjørn Torgersen. 27 march 2013
================
It's 17 cm high and it weighs nearly a kilogram (980 g to be exact). It's like new, but it was produced - as far as I know - between 1967 and 1970 at Randsfjord Glassverk in Norway, when Benny Motzfeldt was chief designer there. It's made of clear glass in Sommerso technique with color dots in yellow, black and red which seem to be applied to the clear glass before the light blue layer with its dark blue spots were made. But don't ask me. Unfortunately I don't know very much about these techniques.
There are similar vases in different colors. Two of them are presented by lass on CW:

There is also one here in orange:

beautiful blue
I think this may be another Torbjørn Torgersen design - certainly the orange variations are listed as such in Fire & Sea.
Dear kisslikeether, thank you. Unfortunately I don't own this book. Who is Torbjørn Torgersen? Very often these vases are attributed to Benny Motzfeldt.
Torbjørn Torgersen is another Randsfjord designer some examples can be found here: http://www.digitaltmuseum.no/folder/22AEA0D3-C315-46BD-BCE4-D299DF81E573
I think there are probably many of his designs along with those of Hanna Hellum & unattributed ones that are said to be by Benny Motzfeldt as her work commands a premium. I have seen both Torgersen designs I have (which are labelled as such) advertised as Moztfeldt. I guess this is always a possibility when items only have a sticky label & no signature, and some of the designs are quite similar.
