    HELLO-I FOUND THIS IN A UNOPENED BOX-WITH NO INSTRUCTIONS--I dont know what it is and what it does-it looks like it can fit on top of a chainlink fence post/like it fits inside the top and then what? so take a look and let me know what you think--thank you very much if you have any info!! thanks

      Looks like a flag pole topper. The pulley is where the rope went to raise and lower the flag.

      1ST THANK YOU-THAT WAS SO FAST!!-AND SOME BODY SAID THAT awile ago-and i said ok but why this ball thing? what is that? thats what im still cunfused about-the top of a flag pole is a wind thing-not a ball-im i wrong? thanks soo much!! my kids are laphing right now!!:):)
