Blue Glass Ashtray with Etched Foreign Words

This ashtray came from auction, it was inserted in an ashtray stand that has a gazelle for a handle. The stand seems to be quite common and I am assuming that these pieces didn't originally come together. I don't know what the ashtray says, can anyone translate and date this piece? Thanks.
