We picked this up at an estate sale in Tucson the other day. It seems to be a 1917 Simmons gas mask pouch...what we were curious about is what the letters "U-E" stood for and what the main symbol represented. We are very interested. Anyone have any idea? Thanks!
The upper symbol

I'm pretty certain the lower is just plain old U.S., looks like the S is partially worn or marred by paint.
