Kyo-to (???, Ky?-to-shi) , compare it with the pic above.
In case your PC doesn't show the Japanese char correctly, google Kyoto, Wiki has the answer.
idcloisonne - I've no doubt you've being dealing with chinese/japanese porcelain for long time. You sound certainly knowing a lot of subtle details of the goods you collect. I've highlighted the difference below. Moreover, Kyoto is a two-char word in Japanese kanji, you just believe you found "to", but where is "kyo" first?
The owner has specified the meaning of mark in his description. I think he's right.
