Cobalt Blue Blown Glass Decanter w/Handle~Beautiful Design~Lots of Inclusions

Hello Again,
I hope you're all having a beautiful day!
This is another recent acquisition, picked up at the local Goodwill.
It has a beautiful color and shape, is blown glass, lots of wear on the foot,
pontil mark, and a number of bubbles and inclusions, ( some quite large inclusions ).
It stands about 6+5/8" high, is approximately 5" in diameter
Lots of wear on the foot,( I looked at it with a loupe,....it looks like very many years of wear ), and the shoulder/shelf has a strange feel, and is not as shiny as the rest of the piece,( kind of like the way glass is damaged/dulled in a dish washer )....could that be from exposure to the sun?
How old might this be?, and do you suppose it's American?
